SOE Reform: Institutional Ingenuity Derives from Appropriateness of Regulation

摘      要：The year 2016 is another critical year of reform for China. In the recent couple of years, the central government has promulgated a host of new guidelines, new approaches and new concepts on reforms. Yet their implementation at the local level has proved to be far from being satisfactory. The reform of state-owned enterprises （SOEs） is such an example. Over the past three decades, major progresses and achievements have been made in the SOE reform. Most importantly, policymakers have identified a clear set of directions for SOE reform, agreed on most of the theoretical issues and completed the initial stage of top-level design. However, the reform process is yet to deliver solid results and is still fraught with conundrums.
