摘要：This paper investigates m.dalities required to design and im.lem.nt com.unity m.nitoring of forest carbon stock changes and safeguards im.lem.ntation in Kenya. General principles and elem.nts were drawn from.the UNFCCC REDD+ policy fram.works for developing m.dalities and procedures for designing com.unity forest m.nitoring system. The paper utilised policy analysis approach used to derive m.nitoring goals and objectives by assessing the com.atibility of Kenya’s policy and legislative fram.work with m.nitoring elem.nts provided in the UNFCCC REDD+ policy m.chanism. The elem.nts included m.nitoring goals, objectives, questions, indicators, and m.thods and tools. Two goals were identified which included, reduction of forest carbon em.ssions (ER) and m.nitoring of m.ltiple social and environm.ntal safeguards (SG). Five ER related objectives were identified to include: forest reference em.ssion levels or forest reference levels, drivers of deforestation and forest degradation, Land use activities, eligible ER actions and estim.tion of forest em.ssions. Six objectives guiding SG were identified to include: policy, governance, hum.n rights, socio-econom.c, biodiversity and environm.ntal concerns. Corresponding questions to the goals and objectives were system.tically designed. In turns, indicators, depicting quantitative and qualitative m.asurem.nts, which best provided answers to questions were identified. The various m.thods and tools used by com.unities around the world in providing data and inform.tion required to satisfy the indictors were identified through literature review. The review identified four m.thods and tools that included: Rem.te Sensing and GIS, GPS survey, sm.rtphone survey and Ground trothing. Sm.rtphone and cloud-based server technology were found to be the recent em.rgent tools in aiding com.unity m.nitoring of REDD+ projects.
