摘要：Engineering designs for mountainous highways emphasize compliance checking to ensure safety. However, relying solely on compliance checking may lead designers to minimize costs at the expense of high risk indicators, since the overall risk level of the highway design is unknown to the designers. This paper describes a method for the simultaneous consideration of traffic safety risks and the associated cost burden related to the appropriate planning and design of a mountainous highway. The method can be carried out in four steps: First, the highway design is represented by a new parametric framework to extract the key design variables that affect not only the life-cycle cost but also the operational safety. Second, the relationship between the life-cycle cost and the operational safety risk factors is established in the cost-estimation functions. Third, a fault tree analysis (FTA) is introduced to identify the traffic risk factors from the design variables. The safety performance of the design solutions is also assessed by the generalized linear-regression model. Fourth, a theory of acceptable risk analysis is introduced to the traffic safety assessment, and a computing algorithm is proposed to solve for a cost-efficient optimal solution within the range of acceptable risk, in order to help decision-makers. This approach was applied and examined in the Sichuan–Tibet Highway engineering project, which is located in a complex area with a large elevation gradient and a wide range of mountains. The experimental results show that the proposed approach significantly improved both the safety and cost performance of the project in the study area.

摘要：Fire-tower is effectively applied in forest fire prevention and commanding system, especially in fire monitor and position. After explaining the significance of scientific planning of fire-tower, this paper analyzes GIS`s functions in building forest fire prevention system. This paper uses case study method, which designs a model, fire tower planning and analysis, based on MapGIS platform. After that, it directs us how to realize these functions based on MapGIS-TDE which is a 3D platform belonged to MapGIS. This paper gives us scientific ways to fire tower planning in forest fire system which promotes informationization of forest fire prevention management.

摘要：Wireless Mesh Network is presented as an appealing solution for bridging the digital divide between developed and under-developed regions. But the planning and deployment of these networks are not just a technical matter, since the success depends on many other factors tied to the related region. Although we observe some deployments, to ensure usefulness and sustainability, there is still a need of concrete design process model and proper network planning approach for rural regions, especially in Sub-Saharan Africa. This paper presents a design methodology to provide network connectivity from a landline node in a rural region at very low cost. We propose a methodology composed of ten steps, starting by a deep analysis of the region in order to identify relevant constraints and useful applications to sustain local activities and communication. Approach for planning the physical architecture of the network is based on an indoor-outdoor deployment for reducing the overall cost of the network.

摘要：By studying the Qinglong Mountain in southeastern suburb of Wuhan City, relevant information are obtained by applying GIS, weight of each index is acquired via Delphi method and AHP, then an evalution model is established for the assessment of comprehensive sensitivity, and finally eco-sensitive area of each level is determined to provide objective support for the ecological planning of Qinglong Mountain Scenic Area.
