摘要：This paper describes an outline for the proper design of a Fair Internet regulation System (FIRS), i. e., a system that will be implemented in a national level and encourage the participation of Internet users in enriching and correcting its "behavior". Authors aim to design a system that will be operated in some extent by the Internet users, and so it will be easier to be accepted by Western democracies willing to implement a fair Internet regulation policy. Last, the authors state the importance of using well-designed surveys prior to the implementation of FIRS, announce the launch of an online tool (WebObserver. net) and invite researchers to be part of this international effort.

摘要：针对高地隙自走式底盘,提出了基于模糊PID控制的驱动电液防滑方法,即利用模糊控制判断四轮打滑情况,采用PID方法对打滑车轮进行调节。完成了控制器的硬件和软件设计,构建了电液防滑控制实验台,并验证了控制器的精度,为完善整套系统开发奠定了基础。

摘要：This paper proposes a systematic method to design general integral control with the generic integrator and integral control action. No longer resorting to an ordinary control along with a known Lyapunov function, but synthesizing singular perturbation technique, mean value theorem, stability theorem of interval matrix and Lyapunov method, a universal theorem to ensure regionally as well as semi-globally asymptotic stability is established in terms of some bounded information. Its highlight point is that the error of integrator output can be used to stabilize the system, just like the system state, such that it does not need to take an extra and special effort to deal with the integral dynamic. Theoretical analysis and simulation results demonstrated that: general integral controller, which is tuned by this design method, has super strong robustness and can deal with nonlinearity and uncertainties of dynamics more forcefully.

摘要：This paper proposes two kinds of nonlinear general integral controllers, that is, one is generic and another is practical, for a class of uncertain nonlinear system. By extending equal ratio gain technique to a canonical interval system matrix and using Lyapunov method, theorems to ensure regionally as well as semi-globally asymptotic stability are established in terms of some bounded information. Moreover, for the practical nonlinear integral controller, a real time method to evaluate the equal ratio coefficient is proposed such that its value can be chosen moderately. Theoretical analysis and simulation results demonstrated that not only nonlinear general integral control can effectively deal with the uncertain nonlinear system but also equal ratio gain technique is a powerful and practical tool to solve the control design problem of dynamics with the nonlinear and uncertain actions.

摘要：Based on the feedback linearization technique, we present a systematic design method for the General Integral Control and a new integral control strategy along with a class of fire-new integrator. By using the linear system theory and Lyapunov method along with LaSalle’s invariance principle, the conditions on the control gains to ensure regionally as well as semi-globally asymptotic stability are provided. Theoretical analysis and simulation results demonstrated that: by using this design method, General Integral Control can deal with nonlinearity and uncertainties of dynamics more effectively;the optimum response can be achieved in the whole control domain, even under uncertain payload and varying-time disturbances. This means that General Integral Control has strong robustness, fast convergence, good flexibility, and then makes the engineers design a high performance controller more easily.

摘要：开县水位调节坝防渗墙顶与闸坝底部接头要求能适应6 cm的铅直位移和2 cm的水平位移,目前没有可以直接借鉴的变形如此大的工程经验。经研究确定采用柔性接头的结构形式,在对选用的聚氯乙烯胶泥、闭孔泡沫板等柔性材料进行试验研究的基础上,通过1∶1的接头结构模型应力-应变测试分析,提出了适合开县水位调节坝工程的柔性接头止水形式。

摘要：针对盐东控制工程为江苏省沂南地区盐西片东排入海的唯一控制工程,分析了沂南盐西片5 a一遇排涝、20 a一遇排洪规模,结合数模计算分析了盐东控制现状排涝、排洪能力,指出了沂南地区盐西片现状排涝、排洪存在的问题及影响因素,并针对目前的工程现状及治理状况提出了提高该片区排涝、排洪能力的治理措施和方案,可为今后沂南盐西片排涝、排洪治理方案的研究提供技术依据。
